## Precedence

System safety > Engineering Constitution > AI-SDLC > ADLC > Architecture > Feature Contract > Task Contract > Implementation.

## Absolute rules

1. Governance must exist before feature implementation.
2. No blind code generation.
3. No invented architecture presented as fact.
4. No silent deletion of functionality.
5. No uncontrolled agent spawning.
6. No silent cross-feature modification.
7. No self-escalation of permissions or autonomy.
8. Meaningful work must produce evidence.
9. Current state and handoff artifacts must remain accurate.
10. Material architecture changes require traceability and, where applicable, an ADR.

## Development session

Read project context, current state, current status, roadmap, architecture, next actions, risks, AI-SDLC, ADLC, relevant agent contract, source, and tests before implementation.

## Completion

A task is complete only when implementation, validation, evidence, traceability, state, and handoff are complete.
